Dear Participants:
INQAAHE was inaugurated in Hong Kong in 1991. The first formal conference after the establishment of the network was held in Montreal in 1993. Since then INQAAHE's biennial conferences and workshops have been held in different parts of the world to facilitate the participation of as many members as possible. This year the Conference Organizing Committee is happy to invite you to the 10th biennial INQAAHE Conference to be held from 30 March to 2 April, 2009 in the United Arab Emirates.
In 1991 INQAAHE had 8 members. Today the total membership is more than 200. Higher education has changed dramatically over the last two decades. Distance education and vocational education have become increasingly more important as is the need for recognition of prior learning. Higher education has become more global than ever before. Professional accreditation has become more important as more higher education institutions enter the market delivering programs in different modes. All these have thrust quality assurance agencies into ever expanding roles. These new and expanded roles require not only new approaches to quality assurance but also increased cooperation and coordination between quality assurance agencies in different countries, and between quality assurance agencies and professional accreditation bodies. The increased workload on QA agencies calls for increased efficiency in discharging their functions. As the number of national external quality assurance agencies has increased, it has become more important than ever for the external quality assurance agencies to organize themselves in regional and international networks to facilitate discussions about good practice in quality assurance and learn from each other’s experiences.
The Conference Organizing Committee believes that this conference is an ideal occasion to examine, reflect on, and share the QA developments which have taken place over the last two decades, to learn from these experiences and build on these for the future. This priority is reflected in the conference theme: New Approaches to Quality Assurance in the Changing World of Higher Education. There are four sub-themes – Quality assurance for enhancement; Different approaches to QA and their impact on efficiency, effectiveness and sustainability; A quality culture – embedding QA into the life of an institution; and Quality Assurance at a distance. These will be explored through a range of keynote speeches, workshops and panel discussions, and through paper and poster presentations on the conference sub-themes.
We hope that the conference keynote speeches and other plenary activities, as well as the interaction between the delegates in formal and informal break out sessions will allow the participants to discuss, share and reflect at length on their practices with colleagues from around the world.

With the increasing demand for hotel accommodation in Abu Dhabi as a center for cultural activities and exhibitions, it is recommended that participants book their hotel accommodation as early as possible. More information on the Final Program and Keynote Speakers will be posted later as it becomes available.
Please also note that we have been able to keep the registration fees for the conference at a level that is significantly lower than the previous conferences.
Conference:
US$ 450 for early registration, and US$ 500 for late registration (Late registrations are payments made after February 21, 2009).
